Dr. Martin Ewers

Between 1995 and 2000, I worked at RWE Telliance AG, the telecommunications holding of RWE AG, ultimately holding the position of Director Regulatory Affairs. In this role, I supported clients domestically and abroad on all regulatory-affairs-related issues.

In parallel to my professional responsibilities, I completed my Ph.D. in Economics at the University of the German Federal Armed Forces in Hamburg (magna cum laude). My thesis examined the costing and pricing of interconnection in telecommunications networks, combining academic rigor with practical insights drawn from my industry experience.

In 2000, I founded Ewers Consult GmbH, marking the beginning of my independent consulting career. Since then, I have advised regulatory authorities, telecommunications operators, and institutional clients in more than 15 countries. My work focuses on regulatory cost modelling, pricing of retail and wholesale services, and economic assessments of market structures and investment incentives. Over the years, I have delivered both direct assignments and subcontracted engagements.

Through long-term collaborations — including multi-year engagements with major operators and repeated assignments for national regulators — I have built a reputation for analytical rigor, methodological clarity, and practical relevance.
